Tone mode in simplex has no effect. You are not using a repeater . To further the point, tone no matter the setting won't do anything unless the repeater is using a tone. In that case you must have it set correctly.

I still have not been able to get Tone Mode (none) for my simplex channels...
I looked on many web pages on the CHIRP site for some clues to the design intent and how to use the program, but so far I don't see how...
Try enabling View > Hide Unused Fields and see if that solves the confusion.

Tone Mode are just as effective when using simplex as it is using a repeater. Although tones are seldom used on ham frequencies when using simplex, their use on commercial simplex channels is quite common and CHIRP supports it fully.
