Probably can't as that freq is outside the design of the pass band. Might try tbe fm section to see if it will rx at that freq but no tx Fred VA6FRM

Here is what I would do.
In CHIRP with a valid template loaded for your radio...
in the Settings -> Other menu do the following
1. set "VHF lower limit" = 78 2. set "VHF upper limit" = 173 (not 174 as you might think)
in the Settings -> Work Mode Settings menu do the following
1. set "Display" = A 2. set "VFO/MR Mode" = Frequency 3. set "VFO A Frequency" = 173.990000 4. set "VFO A Tuning Step" = 10.0 5. (optional) make any other VFO A settings changes
now upload these settings to your radio. after the upload completes your radio will be in frequency mode with the upper display selected and tuned to 173.990 MHz.
using the radio keypad
1. tap the [UP] arrow key ~66 times (or press and hold) until the radio is tuned to 78.650 MHz. 2. (optional) write this frequency to an empty channel using menu 27

There is a page in Chirp to set the FM broadcast preset to one frequency but unless what you want to listen to is very wide band, what you here won't be intelligible. The setting is on the Settings tab and select FM Radio Preset. You can only enter 1 preset.

You can't. The broadcast FM 'side' of the UV-5R can only be tuned in .1 MHz increments.
