1) Make sure that the cable COM port is correct in the program. Verify the COM port in Device Manager...
2) Download from the radio first. Then you should be able to upload to the radio.

I have Kenwood TK2200L and am trying to program my UV-5RE to work with it. The kenwood has a Enc / Dec of D143N so I choose the number 25 in the programing but squelch still doesnt open on the kenwood. The CTSS code in the 5RE is 88.5, dont know what it is in the kenwood. The CTSS freq doesnt seem to change in the 5RE. Mode is DTCS

The UV-5RE cannot store CTCSS and DTCS at the same time. You'll have to choose which one you want to use. First set the Tone Mode column and then set the Tone, ToneSql, or DTCS depending on which Tone Mode you chose. In Chirp, check View -> Hide Unused Fields to make this more obvious. View -> Smart Tone Modes might be helpful too.
