Okay, I was finally able to reproduce this. There were a few issues, one of which was specific to the 2200.
The memory editor will now force a tuning step of 12.5 kHz or 6.25 kHz (although not 6.25 in the case of the 2200, of course) if you enter a frequency that requires it. This works for all radios.
The 2200 driver was also failing to set a flag that tells it and the radio which multiplier to use when calculating 12.5 kHz step frequencies, which is what caused the main issue.
Fixed in changeset:600.
