I just tested on my windows 10 machine, where I have never previously installed chirp.
Went to the download site and it automatically highlighted the correct version (installer) to download/
After download I double clicked on the file just downloaded and it opened the installer and did a normal windows install.

The menu then contained the launch icon and it just worked.

Don't know how you have an issue with installing it on windows so if there is more problem please let us know the details of exactly what is going wrong.
