I can download from my FT-60 into Chirp, but it will not upload to the
radio.  Error says communications failure.  My FT-60 is in the ---RX---
mode.  Any suggestions?

Try using FT-60 Commander software (free), found at www.kc8ung.com. Use the alternate write method. Also check your cable on Device Manager and see if it shows to be Prolific. If it is, try rolling the driver to 3.2.0.0. Check www.miklor.com for more info. Push the cable in firmly, too.
