Yes, it is a Prolific cable. I have not been able to change the driver. Using a Windows 10 computer. I will search the Internet for how to change the driver. When the driver has been changed, I will report the results about programming my FT-60. Thanks!

I can download from my FT-60 into Chirp, but it will not upload to the
radio. Error says communications failure. My FT-60 is in the ---RX---
mode. Any suggestions?

Try using FT-60 Commander software (free), found at www.kc8ung.com. Use the alternate write method. Also check your cable on Device Manager and see if it shows to be Prolific. If it is, try rolling the driver to 3.2.0.0. Check www.miklor.com for more info. Push the cable in firmly, too.
