Last year the FCC overhauled Part 95. Before FRS was only allowed 0.5 W on 14 channels. Now FRS is allowed up to 2 W on 15 462 MHz channels and 0.5 W on 7 467 MHz channels. Basically they fixed it so that people using dual service GMRS/FRS radios without a GMRS license are legal now.
It's still not legal to use radios on FRS/GMRS/MURS that are not Part 95 certified.
