I contacted RepeaterBook and just received a response that it is fixed. And I confirmed that it works for me now as it used. Jim, thanks for the suggestion.

Either RepeaterBook is having a problem with their service or they
have changed their API (which could break CHIRP support). You could
contact them or wait to see if their service gets restored.
