Your correct setting should be
Tone Mode = TSQL - this sets CTCSS encode and decode.
Tone = 131.8

To my mind, I find CHIRP's CTCSS/DCS configuration very clumsy.
It takes up file columns to describe a very simple concept which could easily be covered in three columns.
