Maybe a different firmware on the second two?

I have 4 of these radios , I connected one to my win 10 (with rs 232 built in) started chirp and was able to read and wright to two of these radios . When went to program the 3rd and 4th radio they would not program anyone have a idea why or how to fix this ?
