David, First install the driver that is on the Miklor site. https://www.miklor.com/COM/UV_Drivers.php#install
Then follow the instructions on the miklor site Installing the Backdated Prolific PL-2303 Driver 3.2.0.0
That should work for you on Windows 10. i just did it on mine.
One more thing...Do you have Administrator privileges on your computer? Gonna need that.

This is what I have been using since 2012. The same basic concept
works for Windows XP (driver v2.0.2.1) and Windows 7 through Windows
11 (driver v3.2.0.0) when your programming cable identifies itself as
having a Prolific PL2303XA chip. The latest Prolific driver available
works for the newer Prolific PL2303TA chips.
