There's something funny about the FT60R. 

I've never been able to program one with the cable that I use for other radios.

did you check that the plug sits well in the radio?

does chirp recognize the com port?

Chirp and Ft60r will not communicate.   Tried all the physical usb ports and numbered ports.   Com port recognizes the cable.
