Yes. If unetbootin is used to 'burn' it to a USB flash drive, the "space used to preserve files across reboots" feature will allow it to be updated to the latest build as needed.

Try the CHIRP Live CD. If that doesn't work, then the problem is most likely the programming cable or its connection to the radio. If it does work, then you know the cable is good and it must be something to do with the computer (most likely the driver).
