[chirp_users] New Daily Build

[SASANO Takayoshi uaa@mx5.nisiq.net] fix for bug #4863 Delete function cannot work when translating msgid "Loc", this is caused by "Loc" (instead of _("Loc")). And, non_editable flag in make_editor() has same problem. Both fixed.
