[chirp_users] Upload to radio gray out

I have two problems.

When I do "Download from Radio"  I see the clone bars work and see the light on the radio, but nothing is loaded in the sheet.

When I look at the "Upload to Radio" it is grey out, so I am unable to create a sheet and load the radio.

What am I missing?

The radio is a UV-5R. I have loaded the drivers from MTC where I purchased the radios (18).
