Sorry about not being specific.
Steps were:
1. Open existing saved CSV 2. Created second tab 3. Started Chirp 4. Downloaded from radio 5. Clicked Special Channels 6. Cntl-A for select all (also repeated this step, with selective lines which did not include the numbered memories) 7. Cntl-C for copy 8. Move to A1 cell of second tab in CSV, and Cntl-V for paste 9. Error was Microsoft double beep indicator and nothing got pasted.
My radio is on my boat, so it will be another hour before I'm there to try the 2/10/16 build. I will attempt to the paste (8) into a word or text document to see if it was an Excel issue (It was getting late, and I should have thought about that last night).

I've been playing around. It appeared that the Prolific driver was not in my device manager. So I attempting to do all sort of things. I uninstalled those other programs (baefeng, HRD). I tried to execute the "fake driver" on the miklor site (even though I believe I have a valid FTDI chip). I also uninstalled Chip and installed 2/9/16 again.
