So no matter which site you use, the download links all point to: 
http://trac.chirp.danplanet.com/chirp_daily/LATEST/

I download from http://trac.chirp.danplanet.com/chirp_daily/LATEST/ which  will always give you the latest and greatest version of CHIRP.
