Don,
What you are experiencing is not and issue with CHIRP, but rather your programming cable Drivers.

There is no reason to purchase a new cable.
A generic cable with Win7 or Win8 will work fine, but your driver cannot be newer than Prolific 3.2.0.0
Windows will try to load the latest and greatest driver. Unfortunately, it won't be compatible.

These drivers you need are available at http://www.miklor.com/COM/UV_Drivers.php

You may want to review the USER's GUIDE and FAQ found at http://www.miklor.com/UV5R
They will save you a lot of start time and frustration.

I have three Baofeng transceivers:  UV-5RA; UV-82X; GT-3.  I have been unable to program any of them and I was wondering if there are CHIRP fixes or suggestions?  I've purchased two sets of programming cables and deleted Windows 8 and installed Windows 7 Pro since Windows 8 did not seem to work on any of these radios.  Will wait until I hear from Chirp for my next approach.

I know this isn't directly Chirp related, but it's the right audience,
and this information needs to get widely distributed. Nobody in
my local ham circles knew about it.

If you don't know what the annoying Yaesu Wires beep is,
it's a Yaesu-proprietary internet access feature. It's too easy to
accidentally enable on most Yaesu radios, and it injects a DTMF
tone at the start of every transmission that masks the start of the audio.

It turns out there's a way to silence the beep, even if you accidentally
put the radio in Wires mode. There's a well-done description of
the settings changes for a dozen Yaesu models, and an explanation,
at http://www.sbara.org/downloads/WIRES/
which has both online html versions and downloadable pdfs.

Done it dozens of times on the FT60 and FT8900. Was talking to
someone just the other day who had a tone when he first transmitted.
I told the guy he was using a Yaesu and he was surprised that I knew.
I said he had wires enabled. He found the button and shut it off. There
is a way to program the radio so wires will only work if certain criteria are met
and under normal operation you would never meet it either. There is no
way to enable it under normal or cross band mode.

One can lock the keyboard and prevent it from happening. There is normally
