Your cable seems to be a Prolific clone. Check out the following website with loads of information on that. You basically need to revert to an older version of the driver.

Did I understand the alternate instructions (starting TX, then RX after it errors) worked for you using CHIRP?

Thanks for trying Jackson!

I wish FT-60 Commander supported files from Repeaterbook. If that were
the case I'd be good to go!
