  I programmed the UV5R, but I had issues as well.  The programming cable I bought wasn't one actually manufactured by Baofeng.  As a result, I had a really difficult time getting the correct drivers installed for the USB chipset they used.  Have you verified the USB drivers are correct?

Someone sent me one of the BF-888S radios that won't program. It
programs just fine for me. The only way I can get it to not program
was to intentionally install and select an incompatible device driver
for the programming cable.

Also, CHIRP supports the scramble option.
