Did Vista have a compatibility mode? I don't remember because when I got out of the IT profession XP SP3 was the dominant operating system for desktop workstations. I never messed with Vista the next OS I had the guts to try was Win 7 which isn't too bad except for these usb to serial cables and the way Win 7 always wants to download the latest WHQL certified drivers that don't always work. So if Vista has compatibility mode try running Chirp in XP SP3 mode. If not then I don't know what else you can do.
