There are diagrams and pinouts of the 1799 cable if you Google mine say  1799 pinout. I guess what's
needed is a TX and RX line and ground. Now if you can find a USB to serial data cable without a combined
RX and TX line you could rig something up. I did something similar with my RTSystems DB9 to Mini DIN 6 pin.
I cut the DB9 off, found the wire for pin 6, serial data input and pin 5 (I think) for ground. The Yaesu uses one wire
for both TX and RX and my spare cable also supplies one wire for ground and one wire for data. But you need full
duplex so you need a full duplex cable that you could just wire a DB9 to or get the 1799 and cut the DB9 off and
basically you would have just 3 connections. I've found a lot of sites offering diagrams by using Google and setting the search
for images. If you have a cable that has that special connector on it you can get the pinout for it I'm sure. Just
takes a little leg work.

so you are saying the only cable that will work with chirp and the IC-92AD is the icom cable that plug directly into the 92AD and has the RS232 end? Is there any RS232 adapter that will wor with this cable and chirp as all of my computers have USB ports and no RS232 port. Is there any hope that this will change in Chirp in the future so the OPC478 cable can be used?

The cable you need to use with the 92AD would fail a loopback test
because it's not a looped cable. If that test passes, then I'd expect
you're using an OPC-478 and the bayonet adapter to connect it. If so,
that won't work with CHIRP. CHIRP talks to the 92AD in live high-speed
mode, which doesn't require going into clone mode, and which won't work
with the OPC-478.
