Is the menu at the very top of the
screen when you move your mouse pointer up there? That's the
default configuration for Ubuntu IIRC.
Even if the menu is really missing, the shortcut keys might work
eg. Alt+D for Download, Alt+U for Upload.
I do think when Chirp is started with no command line parameters,
it should open with a window giving buttons like "Download from
radio" and "Open file". Perhaps a bit like Brasero.
