Unless there's a different reason to change the port number. In my experience, changing the USB port that you're plugged into is the only way to change the assignment.

This is one of those "if you have to ask how to change it, you probably ought to leave it alone" situations. But on the "Port Settings" tab of the device in Device Manager that you want to edit you would choose the [Advanced] button which would bring up a panel that would allow you to adjust the COM Port Number. But you would only be able to choose COM3 if COM3 is still available. If COM3 has already been assigned to another device, then you would not be able to choose it. You would have to change the other device's COM port from COM3 to another available COM port to make COM3 available for your programming cable.
