What model radio are you trying to program?
In most cases, the issue is a programming cable driver issue, rather than CHIRP.
If you are using a generic programming cable, you will need to back date the driver.

What build of Chirp do I need to us for windows 7 pro. I have tried all the versions I can find and each one does not let me download to the radio. It will not show a com
