I've now found out that the Motorola has 121 sub codes made up of 38 ctcss and 83 dcs. I assume the first 38 will be ctcss followed by the dcs. With only 38 ctcss against the 50 on the Baofeng the are going to be gaps which may explain why I was not connecting between the radios apart from 67.0. I only tried a couple and gave up.
I will check this out tonight.

The problem is the ctcss codes on the Baofeng seem to increase by random amounts ranging from 2.3 to 3.7 on the codes I have checked so far.
