Exactly. It is the last step before transfer of data should begin. I had the same problem then happened to notice in the FT-60R manual that when cloning you need to hold down the PTT switch on the sending radio for a full second. I tried that with CHIRP upload and it finally worked! I complained to the CHIRP people that the instruction dialog in the software did not say “a full second” and they fixed it in later versions. Your version should be telling you to hold it for at least a full second.
