I know this sounds like "make sure the appliance is plugged in and turned on", but make sure the cable is fully plugged in at both ends and turn the HT up to at least half volume so that it will communicate with the computer.  Need to start with the most simple things first.

I'm fairly new to radio stuff, just got a handful of ATR-22s off of Amazon by Amcrest.

I am trying to program them through the CHIRP software but to no avail.
