Uv82S35 is a different program than Chirp.  It is the Baofeng software, available on Btech and other sites.  Go to https://chirp.danplanet.com/projects/chirp/wiki/Download and download the version of Chirp that works with your operating system.

What radio do you have?  Is it supported? What Operating System are you using?  What USB port have you selected?

v2.12.28 WHQL Certified. Downloaded CHIRP UV82S35. When I click on "Read
data from radio" a small window opens that says "Read data from radio"
