Madison,
When the cable is plugged in, the driver is loaded to that com port.
If you change com ports, the correct driver needs to be reloaded to the new port.
I believe that’s what you are experiencing.

try plugging the programming cable into a different usb port. I'm pretty sure this was my error problem, i use an older dell laptop.
I attempted to use the usb ports on the side, no joy.
for S & G's I plugged the cable into one of the usb ports on the back, and bingo..
Dell Laptop running XP-SP3.

To review my problem: Win7, Prolific 3.2.0.0 7/31/2007 [installed and reinstalled and reinstalled] on com 3, CHIRP 0.3.1, plug end filed down and pushed in HARD, and still get “radio did not respond” when I attempt to download from the radio. The miklor.com page has no suggestions for this error msg other than to file down the cable. Anything else in anyone’s bag of tricks?
