I think the blame might be on the GUI framework PyGTK and accessibility in Windows rather than Chirp itself. But I could be totally wrong or partially wrong. I'm sure if I'm wrong I'll get a good spanking from someone.

you should try it blind sometime. the included programs for these radios is not accessible under windows. Neither is chirp (for either windows or OS X). I have to use it in Linux (which can be a real pain at times).
