That's a Baojie BJ UV55. How did you determine it was nothing more than the Baofeng UV-5R stuck inside a mobile radio case? In order to set Chirp up for that radio they would need someone willing to part with theirs so they can borrow it and figure out how it sends and receives data.

Sounds like you don't have a driver loaded for the cable that gives you a serial device. Usually
/dev/cu.*.
