Latest on this, I removed all of the chirp stuff and re-loaded the ppa, it did not download the daily. So I fired up Synaptic and had to select the packages and download them.
Apt-get install pulls down the old 2017 files.
Chirp is now working on this machine.
This leaves the IC-92AD issues.

I lifted the whole /home/ right off of the old HD and just realized that my older instalations cannot see it either, so something is whacked with this install me thinks.
