Depending on how many radios you’re doing, I know when I had to do some bulk configuration, I created the one master configuration, then I just kept cloning the others off of that. I was able to use it interchangeably between different types of radios and radio brands as long as it was compatible with chirp.

The closest you can get would be to have a "radio-specific" file per radio to handle all non-channel-related settings and create a single CSV file of channels to import to each radio.
The workflow would be:
Load non-channel, radio-specific settings file into chirp.
Then import the CSV file of channels into CHIRP.
Then save the radio-specific settings and channel to a radio-specific file.
Finally, write that combined file to the radio.
The above would have to be repeated for each different radio model, and I'm not aware of any 'scripting' capability in CHIRP.
