Are you trying it with my img file or with your own?  And if yours, is it from a VX-6?  I just tried it on Linux (Raspian) and it did the same thing there.

Works fine for me under Linux.  I move whole blocks of entries around.

Don't use ctrl-up to move it up.

Highlight the row and use the right click menu.

This makes the ‘move’ function very hard to use because you have to watch as you move the item and be prepared to correct any errors that it commits as it moves.
