This sounds too simple, but try pushing the cable into the radio with a little carefull force. We had the same problem the first time we programmed our UV-5 radios. The cable didn't make a good connection until we pushed the plug in harder then you would think neccessary. But once it aligned the pins inside the radio it worked fine after that. Also read the radio before trying to send to the radio. That was the other step we had to take. Since then we have had no problems. Good luck!

I am currently using Chirp Daily 20130129 on a WIN XP Home (SP3+) ASUS
netbook with the USB (Prolific) cable that came with my BAOFENG UV-5RA. 
The UV-5RA works great with CHIRP.
