While there have been no changes to Chirp's RepeaterBook query code for quite some time, you may notice that repeaterbook.com has had a major design overhaul recently. There is also a message on the home page about requiring all users to reset their password because they have implemented a new authentication system. My guess is that they've also changed the code for the system Chirp queries.
I've asked Garrett a few times for some kind of API reference so I can make the changes he suggested to Chirp's RepeaterBook query code, but unfortunately he hasn't gotten back to me.
