I bought what appears to be the same unit, but labeled UV-5RTP (for tri-power, I presume?).
Jim's directions work for me.
In addition, note that once those channels are programmed, then they cannot be changed from the radio controls. However, You /can/ temporarily change the power level. Press #-lock to cycle through the power levels. It seems that once you choose a power level this way, the power setting remains until you reset the power level, turn the radio off|on again, or change programmed channels. In the latter case, the power level goes to the power level programmed for the new channel. I keep mine all programmed to low level, and cycle to higher levels as required. In fact, I wish that the lowest level were 0.5 W, not 1 W. Could not find a way to hack the radio to change that.

Now, is there a way in chirp to:
change ALL channels to LOW or HIGH/MED ? it seems very tedious to do one by one, and even if you do, next import from CSV overwrites all values to high it seems.
In CSV format power field does not appear to be present, is there a way to export/import POWER field?
In CSV there are 4 extra fields compared to software, what are they used for?
