To answer my own question from earlier today, I accidentally found the Settings tab. After you set up the radio and save a set of repeater sites, the Settings tab seems to be available to configure the radio.

By the way, the provided earpiece also likes this procedure. When I first plugged it in, the radio did strange things and I could not hear anything in the earpiece. If I plug the earpiece in and THEN turn the radio on, it works fine.
