Do you mean that you downloaded the file and ran it, the file opened and did the upgrade, and then after the upgrade when you try to run CHIRP it won't open? If yes, would you happen to be running Windows 10? Windows 10 has a reputation for corrupting the chirp.config file. Delete or rename the chirp.config file and CHIRP will create a new one. Note: The chirp.config file is stored in the same folder as the debug.log file.
