You might have to delete the chirp.config file as well. For some reason Windows 10 has been know to corrupt it. When it is corrupted, CHIRP won't launch properly. It is located in the same folder as the debug.log file.

Then you must not have gotten CHIRP fully installed. They work on my Windows 10 installation.
