The key GUI framework is PyGTK which isnt available on android or ios, so it's only for Linux, OSX, or Windows.
With that said, there are some other gui frameworks, like kivy which look interesting...
But the general answer is, no android and likely wont happen any time soon. The chirp codebase is opensource, so that does not stop someone from forking and porting it to android. Perhaps they could port it in a compatible way to keep and reuse driver interfaces ;)

Would it be possible to port Chirp to Android? I'd never use it that way, you would need a cable driver also. And the tablet would need a type A USB jack.

No, Android can't run PyGTK, which Chirp is built on.
