Hello Rich,
I checked and the BTECH UV-5X3
No manual is available. Since the frequency range for reception is not specified and you cannot receive NOAA broadcasts, I would strongly suspect that those frequencies are NOT supported.
Maybe they will be supported someday in updated firmware.
I was going to chide you for asking so many product specific questions, but now I see why you are doing so, the product specification sheet and owner's manual are simply unavailable. That's certainly forgivable. I'd ask too!
Contact the distributor and see if they can get an owner's manual for you, the transceiver appears to be so new it is not available on the Internet.

John,
Thanks for the reply. Sorry, I did explain in my first email that I am in the USA (North Carolina). I don’t understand the failure to receive continuous NOOAA broadcasts, which I easily do on a shortwave and FRS/GMRS radios. They are continuous weather broadcasts that don’t depend on satellite positioning. Apparently, there is a way to do the simultaneous display, but not on a UV-5R; only on an UV-5xe – bummer.

I loaded all of the NOAA weather channels, but do not seem to get any reception on any of them, although I know they broadcast non-stop. Is there something else I need to do in the setup? Problem exists whether I scan (and do not skip channel) or input the frequency directly.
You still haven't mentioned which country you are in. Although the satellites transmit most of the time, they are not geostationary so do not appear over your position all the time. You need to which satellites pass over your position and when they are due to pass over. You will only hear a signal during a pass. There are prediction programs you can download such as Gpredict and Orbitron to help you determine that.
Is there a way to jump directly to a specific channel in memory, instead of having to step through one at a time using the arrow keys?

Is there a way to link the frequency AND the corresponding channel name in the display, either on the A/B display lines (frequency on one and name on the other) or by toggling between frequency and channel mode to see both pieces of data on the same line (A or B)?
In short, no. You can't display data for VFO A on the VFO B line or vice versa and you can't display frequency and channel name at the same time. There is, however, a workaround described here that may or may not be helpful:

I have loaded many frequencies from the Chirp stock configuration list, which was actually pretty easy, once you understand the steps. However, this has now led to a few new questions:
In the FRS/GMRS category, it loaded what appears to be identical frequencies for 20 channels in each of these groups (Channel 1-20 for each group is the same). Is there a reason for this redundancy or can I delete one range? I loaded all of the NOAA weather channels, but do not seem to get any reception on any of them, although I know they broadcast non-stop. Is there something else I need to do in the setup? Problem exists whether I scan (and do not skip channel) or input the frequency directly. Once I load all the desired frequencies from the Chirp stock configuration lists into memory, do I need to modify any of the individual column settings that were loaded into each frequency line?
Thanks,
Rich
