It is possible to cut from on .img and paste to another. I just did that to be sure before I answered.
But, unless you're cutting out a selection to paste into another radio (so that you have two probably distinct sets of frequencies) what you probably want to do is to copy and paste.

Terminology is critical. I believe you mean copy and paste. Too many people use the term cut and paste and it can cause problems if copy is what was meant. But, yes, I copy from one window and paste into another Chirp window.
