Make sure you have the 2-pin plug filly inserted into the socket. It is real easy on the UV-82 to think it is all the way in when it really isn't. Also, if using Windows, make sure the com port assigned to the programming cable hasn't changed. Plugging into a different USB port can cause this and CHIRP will select the one used last time (which which in that case would be wrong). Use Device Manager to see which com port has been assigned your programming cable.
