1. you can paste where you prefer, my suggestion was only to avoid overwriting any existing memory in the CSV
2. it depends on Dan (the developer in chief): when he has time he pick up patches from list, the new build is then automatically generated at 8:00 GMT and an email is sent to this list; this usually happen in a couple of days
At http://trac.chirp.danplanet.com/chirp_daily/LATEST/ you always find the last daily build and yes the 2/1/16 is actually the last one.
At http://trac.chirp.danplanet.com/chirp_daily/ you have access to some older builds, at http://d-rats.com/hg/chirp.hg you can find full sources with patch history and finally http://chirp.danplanet.com/projects/chirp/wiki/Developers for more info on development process and tools.

turn-around time before they put on the daily build?

But that appears to be the 2/1/16 version that I currently have.
