Thanks Glenn. You are apparently using classic CHIRP because your CSV file loads into CHIRP-next without any errors. I assume that this is because classic CHIRP works better with a screen reader.
The problem is that there are too many fields with no data. There are many fields in classic CHIRP that cannot be empty. Only "Name", "Duplex", "Tone", "Skip", "Comment", "URCALL", "RPT1CALL", "RPT2CALL" and "DVCODE" can have null values. All the rest must contain something and it must be of the correct type (string, integer, etc).
The easiest way to "fix" your CSV file was to simply load it into CHIRP-next and then immediately save it back out to a different CSV file (attached).
