My guess would be that is because your programming cable has a Prolific type USB-to-Serial chip.
For Windows you would need to download and install the older Prolific v3.2.0.0 device driver. https://www.miklor.com/COM/UV_Drivers.php
For macOS you would have to purchase a 3rd party device driver (Catalina and earlier. No Big Sur support yet.). https://www.mac-usb-serial.com/
Linux doesn't need this extra bit of TLC because the device drivers are open source (and don't come from the Prolific company).
