Tommy,
Something between the radio and computer is causing the data from (and possibly to) the radio to not make it. This can can be an incompatible driver (common), the programming cable not fully plugged into the radio, etc.
On thing that has been brought to my attention is that some of the newer Baofeng radios require that the volume be turned up to 100% for reliable data transfer.
This is most likely not a CHIRP issue.
