I think this must be the problem. I bought a second cable from a different supplier, but it is identical to the first and it doesn't work either. I'll see if I can find a supplier for the suggested BTech PC03 cable.

No. This would not be the issue for a programming cable used with a Ubuntu based operating system. Only Windows and macOS operating systems have difficulties with unauthorized Prolific devices.
